separate taxation is not implemented, but also because of the
Government's response to the consensus of the nofficials,
esented based on the truthful reflection of public opinion.

Finally, from a more comprehensive point of view, I would like
puvision to say something about the educational okpenditure proposed in the Budget. In recent years, the Government has been actively
developing our tertiary education. Almost immediately after
the establishment of our City Polytechnic and the University
said of Science and Technology, the Government has set about the Setting up
creation of an open university. All these should be welcome.
But should the Government not also show the same concern for
the quality of the nine-year free education.<

caroful planning and proper co-ordination, more and more
problems were exposed throughout the years. IS it not the
remedie time now to allocate more resources, to sav

The nine-year free education forms the foundation of
entire education system. Without a firm foundation, even the
most majestic and impressive superstructure would topple.
