in the District Boards and the significant contribution
they will continue to make in the districts.
Sir, we do
do not expect that everyone in this
Chamber, let alone the community as a whole, should support each and every clause of the White Paper. That is why the motion which I have proposed today seeks Members'
agreement that we should take note
note of the plans and
intentions contained in it. As to the implementation of the plans in the White Paper, there will, of course, be further opportunities for Members to debate each of the proposals which require legislation and to express their
views.
But it is the duty of the Government, in
considering the way forward for political development in
the Hong Kong, to seek a concensus view that will meet
needs of the community as a whole and satisfy a majority
of the people.
