can we hope
requirements
to maintain confidence both
locally and overseas. Sir, the proposals in the White
Paper constitute a step, a large step, towards achieving
that goal.
In the past five weeks the people of Hong Kong
have reflected on the White Paper, and many have commented
on it. We cannot expect everyone to agree with each of
the many decisions taken, and of course there have been
dissenting voices. But the overall
overall reaction has been
2 positive. The broad judgement of the community reflected
through our many contacts and the media is that the main
thrust of the White Paper is right, and has the support of
most people in Hong Kong. Most have agreed also that we
should put behind us the arguments of last year and look
forward positively so that we push ahead with the task of
establishing a
a system of government which will ensure
stability between now and 1997.
Sir, many of the people who are content with the
Government's policy do not draw attention to their
satisfaction. Their quiet nod of approval does not make
headlines. But the Government appreciates and relies on
their support, just
just as it has always appreciated and
relied on the support of the quieter majority for its
policies in the past.
