It is of course,

Sir, some members have sought to rely on the very recent opinion polls on the acceptibility of the White Paper, as it were. One, was by MDR the other by the Federation of Youth I have taken the

benefit liberty of speaking to Mr. David Bottomley, whos MDR's polls director about this poll, and he has confirmed to me that, unfortunately, in his view, no question was dire put to the people Whether they accept that the Government's decision in not introducing direct elections this year was, a correct one.

List that was the crucial question on this issue. unavoidable that the people pold we taken or attitude, a fait accompli. What can they say the Government ha

would already decided in the White Paper that direct elections will not be introduced this year? So that the preamble to the series of questions was like this the Government says it will introduce direct elections in 1991, when ten members of the Legislative Council will be directly elected by the public; and so it goes on.

What is interesting is to compare the attitude of the public who were polled not so long ago by the same MDR company, and they were able to find that, from that position not so long ago, when the majority were in support of direct elections this year. Somehow there was also a healthy majority, perhaps en the views of the Government in support of the White Paper. Mr. David Bottomley gave me some comment on the MDR snap poll, and they were firstly, that not too many people wer polled to begin with, and this is very significant factor,

as the people mostl

Λ welcomed the 1991 start to direct elections, though the 1987 MDR polls showed a steady build-up in support of direct elections. By last
