I move the motion standing in my name in the

Order Paper.

2.

The Hong Kong Telephone Co.Ltd.proposes to alter

its charging arrangements for the rental of its private

payphone in two respects. First, the company wishes to

reduce the annual tariff from $6,600 to $2,400. Secondly,

the company seeks to share call charge revenue with the

private payphone renter on an equal basis. Currently all

call charge revenue is retained by the private payphone

renter.

3.

Taken together, these two proposals represent a

fairer system for charging the private payphone renter

than the current single high rental charge, which takes no

account of the use of the telephone network. The proposed

new rental tariff, which represents a monthly charge of

$200, would give the company a reasonable return on its

costs other than with respect to the use of the network,

which would be accounted for by the proposed

revenue-sharing arrangement.
