that the provisioning of day-to-day services can be more flexible, and the results so far show that costs

costs are comparable. The performance of the company involved in the pilot scheme has been very satisfactory and the scheme is considered effective. I should point out that it is the Housing Authority's long-term objective that owners should eventually take over responsibility for their own management, and that the pilot scheme is intended to be a step in that direction.

In view of the good results achieved in the two pilot scheme estates, the Housing Authority will be extending the scheme to a further four estates over the next few months. The Authority's overall responsibility for these, and other, home ownership estates will not be relinquished however until it is satisfied that the owners are fully prepared, and able, to take this over for

themselves.
