DR. IP : Six, are refugees in open camps aware of the
implications of having a criminal record on their chances
of resettlement, and what actions are taken by the United
Nations High Commission for Refugees which has overall
responsibility for the open camps to warn refugees of the
consequence of their committing a criminal offence in Hong
Kong?
SECRETARY FOR SECURITY: As regards the first part of the
question, yes, they are. The answer to the second part is
that the United Nations High Commission for Refugees does
warn the population of open camps of the difficulties and
the possible penalties that they face if they do commit
criminal offences in Hong Kong.
