SECRETARY FOR EDUCATION AND MANPOWER:

Sir,

The Labour Department provides in-service training

courses of two weeks duration on a regular basis for officers

handling placement of disabled persons. These courses aim to

provide officers with a basic understanding of disability and

knowledge of counselling and placement techniques. Visits to

organisations providing services to disabled persons are

arranged. Officers also attend training courses on sign

language organised by the Society for the Deaf. Since the

Labour Department took over the responsibility for placement

of disabled persons in 1980, 90 officers have attended these

local courses which have proved very useful.
