persons in Housing Authority estates and 139 cases per 10,000 persons for that of Hong Kong as a whole. the crime rate in Housing Authority estates dropped slightly to 68 cases per 10,000 persons while the overall Hong Kong crime rate rose to 160 cases per 10,000 persons. of Hong Kong's population are accommodated in public housing
