MR. MARTIN LEE : Sir,
competition reads: 'It is
is the intention of the promoter
that the project shall be built and, if possible, that the
winning architect shall be appointed for its development.
The competition has been designed in such a way that the
chances of the winning architect being considered suitable
appointing as the project architect are maximised.
However, the promoter shall not be held liable in the
event of the Royal Hong Kong Jockey Club choosing not to
appoint the winner.' The question, Sir, is: what are
rule 2.27 of the rules of
for
the compelling reasons which urged the planning Committee
to recommend the runner-up instead of the winner?
SECRETARY FOR EDUCATION AND MANPOWER :
sir, the
Committee's responsibility is to provide the best possible
design for the best possible university they can produce,
and that was their criterion. They chose the design which
they felt will produce the best university.
