Thank you for your letter of 18 July about the draft Basic Law for Hong Kong, and in particular about the provisions in the draft for the protection of property rights.

I enclose as requested a copy of the draft Basic Law published in April and copies of the Hansard Reports of the debates on the Basic Law, which took place in the House of Lords on 10 June and in the House of Commons on

15 July.

As you will see from the first enclosure, Article 6 of the draft Basic Law expands on provisions of Article 3 (5) of the Sino British Joint Declaration in respect of the legal protection of the rights of property ownership. Article 6 states that: 'Rights of property ownership, including those relating to acquisition, use, disposal, inheritance and compensation for lawful takeover shall be

protected by law.' Article 8 provides "The laws previously in force in Hong Kong maintained".
