What are "executive acts"?
"Acts
performed by the executive organs
of the state in accordance with the law for the
administration of the state and which produce legal effect." Depending on the targets at which the acts
are directed, they can be divided into abstract
executive acts and concrete executive acts.
"Abstract executive act", which is the
antithesis of "concrete executive act", is defined
as "the act of devising administrative rules of a general nature by the executive organs of the state within its purview in accordance with the law. As the administrative rules to be divesed and promulgated
are generally applicable, such an act of devising
and promulgating administrative rules is called an
abstract executive act".
