HONG KONG: CALL ON LORD GLENARTHUR BY MISS LYDIA DUNN : 19 JANUARY

Miss Lydia Dunn called briefly on Lord Glenarthur on 19 January. You and I were also present.

2.

Miss Dunn described the action she had taken or would be taking to brief the press and MPs before the Debate. She was most grateful for the advice which the Secretary of State had given her about this. Martin Lee was a skillful advocate for his cause: he relished his role and had now discovered the impact that he could make on the media and Parliament. People in London had yet to see through him as those in Hong Kong had done. He would have to be handled very carefully.

3. In the coming year attention would focus on the Basic Law. this connection she expressed concern about the way Chinese thinking was developing on the First SAR Government. Lord Glenarthur described the action we were taking to try to ensure that the first full draft of the Basic Law contained no unhelpful references to this.

4. Miss Dunn touched briefly on other current issues. On Vietnamese refugees she suggested that it might be helpful if Lord Glenarthur were to write to LegCo from time to time bringing them up to date on action that was being taken to resolve the problem.
