Welcome Mr Lee to London again. Glad for opportunity to

continue our discussions.

work of Basic Law Drafting Committee: and now to detailed critique

of first draft of Basic Law. [Copy at A; summary at B.] Have just

received copy. We will be studying it carefully. Will also look at

McGuron book.

Have listened carefully to Mr Lee's remarks. HMG are paying

close attention to all views expressed on draft Basic Law. Will

reflect those we consider well-founded to the Chinese authorities.

Mr Lee's assessment of articles which need further study is

own. We are looking very carefully at potential

problem areas in the draft, in consultation with Hong Kong

Government and in the light of the comments put forward in Hong

Kong.

Reaffirm our right to satisfy ourselves that Basic Law

accurately reflects Joint Declaration. Reassure Mr Lee that we take

our role in this very seriously.

Mr Lee will be aware that we have contacts with Chinese

through variety of channels over Basic Law. Believe such contacts

have borne some fruit so far. Trust that same will be true in

future: Chinese appear receptive in the main to our views.
