Miss Dunn is a well-informed and stimulating interlocutor. I have considered whether unfortunate comparisons might be drawn between Ministers' readiness to receive Miss Dunn and the treatment accorded

to Mr Lee. I believe we can deal effectively with comment on these lines by making clear that the Secretary of State remains ready in principle to receive Mr Lee and would try to do so if he visits London again.

5. I learnt today from the Governor of Hong Kong that Mr Lee does indeed plan to be in London at the time of the debate. The Governor has advised Mr Lee that if he wishes to call on Ministers he should

ask to see Lord Glenarthur and the Secretary of State, and that he should demonstrate readiness to discuss substantive issues rather

than play to the gallery. It remains to be seen how responsive Mr Lee will be to this advice.

6. We have also arranged for Miss Dunn to call on Lord Glenarthur, who has been consulted on this submission and supports the recommendation, immediately after the proposed call on the Secretary of State; and on Mr Eggar, who will be winding up the Hong Kong debate.
