It was very helpful of you to copy to us your letter of 15 April to Anthony Layden about reactions in Washington to the Hong Kong White Paper. The information about congressional views and the impact of Martin Lee's visit was particularly useful.

If you were able to send us similar notes when significant points come up, for instance on reactions to the Basic Law publication and consultation exercise, we should be most grateful.

By now you will probably have been brought up to

the HK developments by Peter Lai, from the General Duties Branch (who are responsible for all future-related matters). And I know Barrie Wiggham, Secretary for General Duties, is looking forward to his North American visit next month.
