Legislative Council and certainly take no decisions on this. It was an unpromising background against which to enter the Year of the Rabbit, which was also the year of the promised review. There seemed more chance of having to eat our hat than to produce rabbits from it.

33. Thus the stage was set for the launching, in May 1987, of a further major review of the system of representative government in Hong Kong. I describe the outcome of this review, and the contents of the latest in the series of white papers on the subject, in a separate despatch.
