The Future

The White Paper is easily the major topic with reports from all District Officers. District Board electioneering and emigration also feature.

First impressions of the general public's reaction to the White Paper have largely been confirmed. But most people have not read the White Paper and there is very little interest in it at the grassroots level.

A large majority of contacts accept the White Paper as a whole as well as the introduction of direct elections in 1991, despite the fact quite a number of respondents believe, to quote DO (Southern), that "China had a preponderant influence in the drafting of the White Paper".

Most respondents found 10 directly elected seats in 1991 to be acceptable as they believed that changes should be gradual to allow time for education and adaptation.

5.

Respondents in nine urban districts and the non-indigenous rural community were unsympathetic to the Heung Yee Kuk's case to be made a functional constituency and were critical of its members' protests. Many considered that boycotting CNTA spring receptions and returning honorary medals to Government to be too drastic and unlikely to achieve positive results. Despite the actions of Heung Yee Kuk members the relationship between District Officers and Rural Leaders remains cordial.
