process of implementation of national reconciliation still continues (?and) acquires legal basis following the adopting of the Constitution of the Republic of Afghanistan, election of the President of the republic and continuation of establishing coalition organs of administration from villages to highest levels and completion of multi-party system in the country.
The situation around Afghanistan has entered a sensitive stage. Goodwill can remove the hot-bed of tension in west of Asia. This development meets the national interest of Afghans and their neighbours in Pakistan and Iran, Mazdak pointed
out.
Afghan young men and women direly need peace, to live under blue sky, become educated and prepare themselves for constuctive work and, finally, make their future by their own hands. This is why the present military-political condition in the Asian continent has become the source of great concern for our people and young ones.
The Asian Pacific region is in urgent need of implementation of Moscow proposals known as "disarmament for development". The problem of relaxation of military- political tension is very inter-related in this part of the world, more than anywhere else.
The progressive humanity began the year 1988 with a great and historic achievement in ensuring world peace. The signing of the treaty between the leaders of the USSR and the USA on dismantling medium- and shorter-range nuclear missiles as a positive response to the demand of millions of masses the world over has created trust for peaceful future.
[Words indistinct] advocate the rights of youth to become mobilised and take part in the problems affecting the present and future of their society," Mazdak noted. Henceforth, the solidarity of Afghan people and youth generation continues with the youth and students of South Korea, Pakistan, Bangladesh, Oman, Bahrain, Saudi Arabia and those in the occupied Palestinian universities [as received].
Fully understanding the problems and our responsibilities, we are of the opinion that the present seminar and the consultative session of Asian students will reinforce the struggle of progressive and democratic youth and students of Asia and the Pacific region for peace, democracy and social progress. In our view, preparation for the 13th World Festival of Youth and Students, which is to be held in Pyongyong, capital of the DPRK, in summer 1989, has provided favourable grounds for us to establish and consolidate relations of co- operation and present new initiatives at national, regional and world level. Undoubtedly, Mazdak stressed, the consultative meeting of the students' associations of Asia devoted to this effect will help every organisation in formulation of new ways for intensifying preparatory work for the 13th World Festival of Youth and Students.
"We representatives of youth and students' organisations need to become ever closer to each other and, as was stressed in the 15th congress of International Union of Students in November 1987, we should add to our allies against war and in defence of peaceful development of our societies. Also, we shall ensure the rights of the young generations in our countries", the First Secretary of the DYOA stressed.
While discussing the problem of ensuring peace and security in the region and the world, we cannot ignore the

need for establishing new economic relations. The youth and students of Asia demand a decrease in military expenditure and raising the allocations for education, health services and improving peoples' living conditions. The extended struggle of the youth for democratisation of education system and training the new generation with the spirit of peace, friendship and understanding among peoples and youth are in full conformity with the goals and aspirations of our youth.

Abdol Wakil, the Minister of Foreign Affairs of the Republic of Afghanistan, who is on a friendly tour of the Socialist People's Libyan Arab Jamahiriyah [SPLAJ], yesterday [9th February] met Abd al-Salam Jallud, member of the leadership of the Libyan revolution, in the latter's office. At the meeting the Minister of Foreign Affairs of the Afghan Republic discussed in detail the new developments in the process of the political solution of the situation around Afghanistan and the recent announcement by Esteemed Najibollah, the Afghan President, as another new impetus in accelerating the Geneva talks between the Afghan Republic and Pakistan.
He also informed the other side about the aspects, aims and mechanism of the national reconciliation policy in the national and international arenas, which has resulted in complementing the process of resolving the situation around Afghanistan. They spoke comprehensively about mutual co- operation and relations and the expansion and furtherance of these relations, as well as about regional and international topics.
His Excellency Abd al-Salam Jallud, expressing gratitude for the solidarity and support given by the government and people of the Afghan Republic to the government and people of Libya, assured the unsparing support of that country's government and people for the national reconciliation policy and the revolutionary developments and changes in the Afghan Republic.
According to another report, the Minister of Foreign Affairs and his accompanying delegation attended an evening reception given in their honour by Jadallah Azzuz al-Talhi, the Secretary of the People's Bureau for Foreign Liaison of the SPLAJ. The Deputy Secretary for Foreign Liaison and high- ranking officials of the People's Bureau for Foreign Liaison of that country, and the Afghan ambassador and members of the embassy in that country, also took part in the reception.
The report adds that Abdol Wakil and the delegation accompanying him this morning [10th February] visited the residence of Mu'ammar al-Qadhafi, the Libyan leader, which had been destroyed as a result of bombing by American planes, and described the American air aggression as savage while registering their sorrow in a special book.
