Hong Kong: After the White Paper

The Secretary of State was grateful for the assessment in your minute of 12 February. He agrees with your comments and those of Mr McLaren. It will be important to work hard to rebuild the Parliamentary consensus on Hong Kong: this can only be done by tackling dissenters on both sides.

(For this reason I am copying the papers to Mrs Bottomley and Mr Teasdale.)

The Secretary of State agrees that the reaction of the media gives cause for concern. Successful lobbying in Parliament would yield benefits here too. But we may also need to tackle key parts of the media directly: the Secretary of State would be willing to talk to some of the more important editors himself, if that would help. He looks forward to further advice from you and News Department on this point.
