Legislative Council. This system would clearly work

best if elections to the successive tiers of government

were to follow in sequence and if the terms of office

at all three levels were of equal length.

66.

The Government has therefore decided:

(a)

that elections

to

the District

Boards,

the

Municipal

Councils

and

the

Legislative Council should be held in

that order;

(b)

that all three sets of elections should

be held within the space of twelve

months;

and

(c) ±Éà± the terms of office of different

groups of Legislative Councillors should

not be staggered.

67.
