RESTRICTED

BDTC and BN (0)s are exempt from any requirement to hold entry

certificate or visa to visit UK. BN (0) passports are endorsed to

this effect.

UK.

No intention of imposing a visa requirement on BN (O) visitors to

BRITISH CITIZENSHIP FOR ETHNIC MINORITIES

There are about 11,500 ethnic minority BDTCs in Hong Kong, who

have no other nationality, and about 60,000 who could apply for

BDTC status. Government do not think it would be right to create such a large and uncertain immigration commitment after 1997.

Recognise there is some continuing concern among ethnic minority

BDTCs in Hong Kong. That is why I am happy to repeat our assurance

that we should consider it an obligation upon any future government

to treat with very considerable and particular sympathy the case for

admission to UK of any individual British national who, against all our expectations, came under pressure to leave Hong Kong. This is a very clear assurance to the members of the minority community in

Hong Kong.

EX-SERVICEMEN

Believe there are about 270 former servicemen in Hong Kong who

fought in Hong Kong's defence during second World War, of whom about 60 or so are eligible to apply for registration as British citizens under Section 4(5) of British Nationality Act 1981.

In response to request in early 1986 from Unofficial Members of Legislative and Executive Councils in Hong Kong, Government agreed that applications for registration from those eligible would be favourably considered. Government agreed also that any of the 270 may be accepted here for settlement together with their dependents.
