1. Both NCNA (18 February) and the People's Daily (Overseas Edition 17 February) carried brief factual accounts of the Governor's New Year Address. Interestingly, although both reports relied on quotation, they differed considerably with NCNA mentioning the White Paper and the People's Daily concentrating solely on economic aspects.
