Thank you for your letter of 10 February enclosing a

letter to the Prime Minister from Mr Michael Yahuda.

Since Mr Yahuda wrote, the Hong Kong Government White

Paper has of course announced the decision to introduce

10 directly-elected seats into the Legislative Council in

1991. The other points raised by Mr Yahuda (on

re-emigration and the Basic Law) raise no new issues of

policy.

Should Mr Yahuda return to the charge once more, we

would strongly recommend that an FCO Minister replies
