3. The new paper for the Chinese (paragraph 8 of Mr Hum's submission) has been in gestation for some time. It will need to be persuasive. The basic point we will have to get across is the simple one that there need be no inconsistency between the maximum degree of institutional continuity in 1997 and the Chinese desire to mark their resumption of sovereignty.
