Increase in UK resettlement quota: no prospect of this at present: cur commitments and local resources fully stretched.

Increase in rate of resettlement: Home Office believe current

rate of 20 per month is about right.

ODP: ODP quite distinct from refugee resettlement programme. ODP arrivals come on basis of normal immigration criteria. Strictly speaking not refugees. HMG has no control over actual flow of arrivals. ODP not at expense of resettlement of refugees from

Hong Kong.

Filling shortfall of 468: problem currently under consideration. Well aware of need to find a solution acceptable

to UNHCR and Hong Kong opinion.

Can only say that we are doing all we can to achieve an agreement acceptable to both sides.
