LORD GLENARTHUR'S SPEECH TO THE RCDS, 16 MARCH
1. Thank you for letting me see a copy of the draft framework for Lord Glenarthur's speech. I have now had an opportunity to discuss it with the directing staff at the RCDs.

Lord Glenarthur has not yet seen the draft, but the RCDS think it is very much along the right lines. They thought that 30 minutes would afterall be sufficient: apparently, they have discovered that the audience's eyes begin to glaze over after this period.

Lord Glenarthur may well of course have views on the draft, but it occurred to me that it would be useful if he could have some additional supplementary material for the question session to cover:
the UK's role as a major exporting nation (with some bull
points and pertinent statistics);

Iran/Iraq and Britain's role at the UN on this;
the Occupied Territories and Mr Shultz' mission in the
Middle East;
the UK's role as a leading member of Organisations like the
UN, NATO, and the EC, including foreign policy coordination within the Twelve;
?
perhaps a short piece on Britain's role in other
international organisations, eg WEU, OECD,
Council of Europe;
the future of Hong Kong and negotiations with the Chinese
(something for which Lord Glenarthur has, of course, Ministerial responsibility);
the growing economic importance of South East Asia and
the Pacific (ditto).
These would be in addition to the supplementary material already commissioned (my minute of 27 January).
