I do not consider that the Film Censorship Bill is incompatible with the United Kingdom's obligations under the International Covenant on Civil and Political Rights.

HONG KONG'S PREVIOUS ARRANGEMENTS WERE NOT LAWFUL

HKG acted to put the vires of their film censorship provisions (which had operated without legal challenge for 30 years) beyond legal doubt.

DEFENCE COSTS AGREEMENT

Negotiations taking place between British and Hong Kong Governments about arrangements to apply after expiry of the current Defence Costs Agreement on 31 March 1988.

Both sides naturally keen to bring negotiations to early and mutually satisfactory conclusion.
