The survey was conducted by a highly reputable and professional

company.

AGB McNair were meticulous in their efforts to ensure that

Survey was fair and accurate reflection of opinion.

Employed such techniques as: sampling checks, field work,

monitoring and verification of interviews, use of cards to explain detailed background to questions.

Am aware of criticism of questionnaire: but was designed to

reflect as objectively as possible the options set out in the green

paper.

Company was scrupulously careful not to "lead" responses of interviewees towards any given option.

Bound to be differences of opinion between professionals on such ·

technical matters as drafting of questionnaires to test public

opinion.

Not however justified to conclude that this survey was in some

way invalid, let alone that it called into question the validity of the Survey Office report. This survey was just one element in the

overall picture.

Other surveys quoted in Survey Office report indicated a comparable

proportion of people in this category. Understand that another poll conducted at about the same time indicated that over 30% of respondents were under the impression that there were already

direct elections to the Legislative Council.

All polls indicate wide variations of opinion. In many cases these other polls were arguably conducted in a less thorough and careful

way than the AGB McNair survey.
