SECRETARY OF STATE'S MEETING WITH MR EDWARD HEATH: 4 FEBRUARY

1.

I submit, for the Secretary of State's meeting with Mr Heath

on 4 February:

(i) points to make on representative government in Hong Kong;

(ii)

the Hansard record of Mr Heath's interventions in the Hong

Kong debate on 20 January.

2. I have assumed that the Secretary of State will wish to restrict himself to broad political points. We have separately offered to Mr Heath a full briefing by Mr McLaren, who has been invited to dine with Mr Heath on 5 February.
