HONG KONG: WHITE PAPER ON REPRESENTATIVE GOVERNMENT

1. At the Ministers' meeting on 3 February Lord Glenarthur raised the two recommendations in your submission of 2 February:

(a) that publication of the Hong Kong White Paper on Representative Government should be announced on 10 February by written answer in both Houses;

(b) that Lord Glenarthur should consult Sir Peter Blaker about an informal meeting with office holders of the British/Hong Kong Parliamentary group.

The Secretary of State was content to proceed as recommended.

2. Lord Glenarthur was finally able to speak last night to Sir Peter Blaker, who welcomed the idea of a meeting with office holders. We are now trying to set this up for the late afternoon of 10 February. Lord Glenarthur would be grateful if you, and Mr McLaren if he is free, could attend. We could include other members of HKD if you so advise.

Lord Glenarthur would like to be kept informed of the conclusions of your discussion with News Department on handling the press.
