HONG KONG: WHITE PAPER ON REPRESENTATIVE GOVERNMENT

Problem
1. What action should we take in Parliament and with MPs over the publication of the Hong Kong White Paper on representative government on 10 February?
Recommendation
2.
I recommend:
(i) that publication should be announced on 10 February in
response to an inspired written Parliamentary Question, tabled in both the House of Commons and the House of Lords. The reply would state that copies of the White Paper had been placed in the libraries of both Houses. I submit a draft
question and answer;
(ii) that Lord Glenarthur might speak in advance to
Sir Peter Blaker to seek his advice on the utility of an informal meeting with office holders of the British/Hong Kong
Parliamentary group.
PRU concur. The recommendations also reflect Mrs Bottomley's
advice.
