BACKGROUND

1.

Since the Hong Kong Government Green Paper was published in May 1987 the Secretary of State has received a number of representations from people in Hong Kong and the UK concerning the introduction of direct elections in Hong Kong. For the most part these have come from those seeking the introduction of direct elections in 1988. But some have advocated a more cautious approach.

2. On 19 January the Secretary of State received, separately, Miss Lydia Dunn, senior unofficial member of LegCo and member of ExCo, and Mr Martin Lee, member of LegCo and leader of a pro-direct elections delegation to London. Mr Hilton Cheong-Leen, member of LegCo, was also received by Lord Glenarthur on 10 December 1987.
