Direct Elections in 1991 will provide insufficient time fo democracy to take root
Kong.
Tradition of representative government well established in Hong
Large part of membership of Municipal Councils and District Boards is directly elected. In 1985, indirect elections introduced for 24 members of LegCo. Representative base of LegCo and other bodies in Hong Kong is already large.
Best guarantee of a well rooted democratic tradition in Hong Kong is that changes should be steady and gradual.
Ten directly elected seats in 1991 is too few
17% of LegCo.
In addition a further 16 seats (288) are indirectly elected. An impressive and significant step forward.
White Paper is very unclear about timetable for further developments
after 1991
These longer term issues will have to be considered in light of provisions of Basic Law.
White Paper recognises that representative government will need to continue to evolve to provide continuity and a smooth transition
in 1997.

Important that there should be clear indication of timing for the next step in 1991. The White Paper provides this.
