Lord Glenarthur will receive Sir P Blaker and office holders of the British/Hong Kong Parliamentary Group at 5.00pm on 10 February, to brief to them on the the Hong Kong Government White Paper on representative government. I submit a brief for the meeting.

The brief covers two main areas:-

(a)

(b)

the White Paper, for which the brief is cast in the form of a brief speaking note and defensive points; and

defensive material on a number of issues which have been the subject of MPs' interest in recent weeks.

3. Mr McLaren and I will attend the briefing, together with Mr

Paul.

Six copies of the White Paper are attached for distribution to

Sir P Blaker and the group.
