Thank you for your letter of 3 February enclosing a
letter to the Prime Minister from Mr John Daly, general
secretary of the National and Local Government Officers
Association.
I enclose a draft reply. A copy of the Foreign
Secretary's opening statement in the 20 January debate is
also enclosed for inclusion with the reply.

Mr Daly's main argument is that direct election
should be introduced into Hong Kong in 1988 to ensure
that by 1997 the Hong Kong Special Administrative Region
Government will be able to exercise the high degree of
autonomy envisaged in the Joint Declaration.
The attached draft reply is on similar lines to the
Prime Minister's reply to a Letter from Mr Michael Yahuda
on the same subject.
