I have sought to show that there is much more to

the transition period than the development

representative

of

government, important though this issue

certainly is. The Administration takes seriously its duty

to maintain and develop Hong Kong during this period of

change and uncertainty. It is perhaps inevitable that too

little attention is paid to the many areas in which this

duty is being diligently discharged. I suppose the best

compliment that any administration can be paid is to have a

high standard taken for granted.
