media appeal than political disputes, but much more bearing on the well-being of Hong Kong's population.
Economic freedoms and guarantees of continuity in the capitalist system will mean nothing unless the basis of Hong Kong's prosperity its access to overseas markets - is assured. This has already been secured as a result of the agreement reached in the Joint Liaison Group, as result of which Hong Kong's status in the GATT post-1997 is
now secure.
Freedom of choice in education will mean nothing unless the Government maintains spending on education at a level capable of meeting the growing demand. Education is the single most important investment any society makes in its own future. This is especially true of Hong Kong, whose only real resource is its people. The Government is determined to build on education system worthy of Hong Kong: this is why education is the largest single item in the Government's budget, accounting for 18% of total spending, a proportion that will be maintained.
Freedom to travel will mean nothing unless Hong Kong has a network of self-standing air service agreements which will permit air services into and out of Hong Kong to continue, The foundation for this has already been laid, thanks to the work of the Joint Liaison Group.
