Problem
1.
Mr Ian Grist MP wrote to Lord Glenarthur on 11 January enclosing two constituents' letters calling for the introduction of direct elections in Hong Kong in 1988.
Recommendation

I recommend that Lord Glenarthur reply on the lines of the attached draft.
Background
3. It was agreed that the draft reply could be delayed in order to take account of the debate in the House on 20 January. It is on standard lines.
