District Boards have proved themselves to be a
valuable part of the system of
representative
government in Hong Kong. There is no demand for
fundamental changes to their present role or

if proposals on which the Boards have given advice
subsequently undergo significant change, the
departments concerned will be required to explain their

on individual projects, in order to give the
Boards a broad picture within which to advise on
priorities.
