2. The Prime Minister has already endorsed the key decisions in the White Paper. I recommend that the complete final draft of the White Paper now be circulated under cover of a Private Secretary
letter. I submit a draft.
Background
3.
The Secretary of State has seen a preliminary draft of the White Paper. He minuted to the Prime Minister on 6 January seeking her endorsement of the decisions contained in the drafts of Chapter III (on direct elections) and Chapter VIII (on the way forward), and proposing that a paper based on these chapters should
be passed to the Chinese. Mr Powell's letter of 11 January indicated that the Prime Minister had endorsed the decisons and was
content with the Secretary of State's proposals on handling.
