CHILD ILLEGAL IMMIGRANTS

RESTRICTED

Practice of racketeer-organised smuggling into Hong Kong of children of recent legal immigrants from China has died down following a one-day registration exercise for child illegal immigrants on 28 April last year.

Hong Kong Government emphasised at that time that all illegal immigrants would in future be returned to China, in accordance with Government's well-publicised policy on illegal immigrants,

regardless of whether they were children or adults.

REPATRIATION OF ILLEGAL IMMIGRANT MOTHERS

There is legal route for immigration into Hong Kong that allows for a large number of immigrants by world standards.

In these circumstances, Hong Kong Government believes, and we agree, that illegal immigrants must be returned.

Hong Kong Government have explained that no exception can be made for mothers of illegal immigrant children who surfaced after one-day registration exercise on 28 April last year, unless there are strong humanitarian grounds for doing otherwise.

Arrangements have been made for these mothers to take their children with them if they so wish.

Mothers will be able to apply for one-way permits to come to

rejoin their children in Hong Kong.

We are not aware of any reason why they should experience difficulty in obtaining a one-way permit.
