Thank you for your letter of 11 January confirming

that the Prime Minister is content with the Foreign

Secretary's proosals on direct elections to the

Legislative Council in Hong Kong.

In his minute of 6 January to the Prime Minister, the

Foreign Secretary said that a complete draft text of the

White Paper would be circulated in due course. This is

now enclosed. In addition to the decisions on direct

elections already notified, the draft embodies the

following decisions:

(a) Composition of the Legislative Council
