The constitutional arrangements for Hong Kong are set out in Letters Patent and Royal Instructions,
which are issued from time to time in exercise of
the Royal Prerogative. The Governor of Hong Kong exercises his powers in accordance with Letters Patent and Royal Instruction and any other laws in force in the colony.
