(a) such Member of the Executive Council
as the Governor may appoint; or

sub-paragraph (a) or in default of such appointment, the Chief Secretary

in the absence of the Members of the
Executive Council specified in sub-
paragraphs (a) and (b), the senior
Official Member of the Executive Council
present, other than the Commander
