I duly spoke on the basis of that telegram to both Mr David Ford, the Chief Secretary, and Mr Barrie Wiggham, the Secretary for General Duties. Mr Ford undertook to find out on what basis his experts felt that either of the two possible sites should be developed, and on what terms they might be made available to HMG. This information will be sent to us by telegram.

As you will know, during the recent JLG meeting the Chinese asked us informally whether the Hong Kong Government might make land available to the Chinese Government for the building of a JLG Office. The Hong Kong Government are now considering how to reply: it is of course very improbable that a virgin site could be found in the sort of central position which the Chinese have in mind, quite apart from the reluctance of the Hong Kong Government to consider making anything available to the Chinese without cost or at a "friendship price". If however the Hong Kong Government did feel that something should be made available to the Chinese at a friendship price, this would at least remove one inhibition on the mak kof a similar offer to HMG in connection with our plans for the Consulate General.
