As I see it the position on office accommodation is that five possible locations have been mooted by HKG. Three were mentioned in the draft submission and it remains true to say that with our present constraints OED could not hope to compete effectively at open auction for such valuable, and large sites. These were the development lots in Garden Road, Fleming Road and Victoria Barracks. Subsequently it was suggested that the existing buildings Beaconsfield House or New Rodney Building might be made available, both appear to have reached the end of their useful lives.

Although we await further information on the terms and conditions upon which the latter two sites would be made available to us it is OED's view that the most likely route to a solution lies in a joint venture with the private sector. It is encouraging to note the growing interest being reported by Mr Holloway, we are now aware that Hong Kong Land, the Swire Group and possibly GEC would like to consider some form of package.
4. Before any of these opportunities can be pursued it is necessary to clarify our requirements, particularly in terms of location. We are not clear as to the progress of the sub- mission to Ministers in which the question is posed and would be grd to know the present position.
5. We will be interested to see the result of Mr Hum's discussions with Mr Ford and Mr Wiggham whereupon we may be able to comment further on how the matter might be pursued.
