Draft Convention Against Illicit Traffic in Narcotic Drugs

and Psychotropic Substances

I refer to the letter from Keith Moss dated November on the captioned subject enclosing

a copy of the U.N. Secretary General's note NAR/CL.17/1987 DND 421/15 of 30 October and information on the inter-governmental expert group on the draft convention.

We are а bit concerned that the need for a provision similar to Article 28 of the 1971 Convention on Psychotropic Substances was not reflected in the notes on the expert group's preliminary exchange of views on the preamble, implementation measures and final clauses of the Draft Convention. As we have stressed before, a formal recognition of the autonomy of Hong Kong's law enforcement agencies for the purposes of the draft Convention is of vital importance The lines suggested by Gareth Mulloy in his letter of 17 September remain what we hope to achieve ultimately and I repeat them below for ease of reference :
