UN CONVENTION ON ILLICIT DRUG TRAFFICKING EXTENSION TO HONG KONG

Further to my minute of 16 July concerning this subject, I would be very grateful if you would let me have your comments on the enclosed letter from the UN Division of Narcotic Drugs, passed on to us by Mr Nagler at the Home Office.

It would appear from Mr Bailey's letter and from the variants in Article III (enclosed) that a separate article to extend the convention to Hong Kong is not required but we are not sure that the instruments enclosed with Mr Bailey's letter are relevant to this particular convention.

I would be most grateful for your views as soon as possible.
