UN CONVENTION ON PSYCHOTROPIC SUBSTANCES, 1971

1. I am sorry that we have not been able to offer an

earlier substantive reply to Gordon Mortimer's letter of

12 March about the extension to Hong Kong of the 1971 UN

Convention on Psychotropic Substances; the question of

the mechanism of extension to Hong Kong in the context of

the change of sovereignty over Hong Kong in 1997 has

raised a number of complex legal issues which remain

unresolved.

Hong Kong will be writing separately in due course

about the need to declare Hong Hong a separate region for

the purposes of the '61 and '71 Conventions if autonamy

of administration in respect of their provisions is to be

maintained after 1997, and the mechanism for doing so.
